I was under the impression most states do that. Also for clarification, and don't get me wrong here I'm not defending a tax, but it's not like Virginia tries to perpetually collect taxes on what you own. After a certain point (so many years of ownership) they start valuing the stuff you own as literally being worthless (Worth $0) and so don't charge you any tax on it. I've got a couple of uncles who live in virginia and from what they tell me, it's been many years since they had to pay any of these taxes because the state values their trucks and trailers as being worthless based on their age
