The FDA ruled iirc that many of these ingredients need to be out by 2028 or so, many brands are doing it early so it doesn't look like they are doing it because they are being forced to.
It's a "have to do" kinda thing and early birds get the worm where supply contracts are concerned, they do get some free PR from it but I wouldn't view it as anything other than business and compliance. It also shields them from potential civil suits if someone tries to get them for anything "Look, we changed out the ingredients shortly after the government told us to." I wouldn't even view it as companies waiting, global supply chains are complex and it may take time to secure new partners to get ingredients, it's why they have so much time, the government recognizes how challenging the logistics can be.
