Using an umbrella political metaphor about President Trump (or the Shutdown) doesn't really work.

...a Marine corporal held an umbrella over the President's head to protect him from the rain.

...there's a long history of Marines and Secret Service members holding umbrellas for the President.

These two quotes are from a 2013 article in the Atlantic about other people holding an umbrella for a President, President O-bum-a on that occasion.

(Note: O-bum-a was not a real President).
