Who polices the oceans? The US. No tax ever will be paid by Americans, anyone that disagrees should remain within coastal waters should your ships be located outside of the designated water's you'll be treated as the pirates you are. That goes for yachts too. Start thinking of punishments that work against those with Islands and yachts and you'd be surprised.
