The job of the NG in Portland is simply to protect Federal property and personnel. Anything outside of that is beyond their jurisdiction and scope of duty. Even if they do make an arrest in the execution of their protection duties, the NG still hands over those people to LE for possible adjudication.
Given that LEO is compromised and they're storing weapons in those places to attack federal agents and their buildings, that can constitute action if local authorities are unwilling.
The NG have no powers to arrest. In that respect, they are no different from any other private citizen that is not a LEO. Their only option is to call in Federal LE if the local LE refuses to help - such as Federal Marshals or the FBI that do have powers to arrest. But even then, it would have to be on Federal charges. The Feds do not enforce State or other local laws. All the NG can do within the scope of their duty is detain someone, say if they are assaulted, but it is not an arrest. Raids and the like are not within their scope of duty. Arrests and investigations must be handled by LE. What local LE choses to do with the people the guard does manage to detain, is entirely up to them. Unfortunately, more times than not, these thugs are turned back onto the streets by local LE. The punks in Portland know this and take full advantage that the NG has its hands tied.
The only exception to expanding arrest powers for the military would be under Marshal Law. But even then, this arrest power is subject to significant legal constraints and is not absolute. It boils down to the fact that the guard is not there to clean up Portland as much as we would like them to. They are there to protect the facility and other Fed officers trying to do their jobs. That's it.
Thanks for the explanation, but they can be federalized correct, Portland is actually a large city and I imagine you would have to flood in thousands of federal agents to ensure peace and other numerous duties if called for.

People mistakenly think that the NG was sent in to clean up Portland. That is not why they were sent there nor is it what they can legally do.
Federal LE is probably more focused on tracking down the big fish with the money rather than knock heads with the street punks. Break the funding chain and much of the problem will go away. So, unfortunately for the citizens of Portland, and other such cities, it is up to them to clean up their own streets and it doesn't appear that they have the will to do so. That is on the State and the city of Portland to do. In addition, the citizens of Portland don't seem to want to hold their leaders accountable. They keep getting reelected or they vote for somebody even worse.
