I am sure that information would more than likely be kept somewhere else and not on the street like that. But there definitely was something there they didn't want the Feds getting their hands on.

Could of been drugs, fliers(that they post directing violence against specific people)... or could of been a persons personal property or something expensive.. again, what ever it was in there, they were very concerned about it. heh.
