Yes, but why do the these 4 turncoats feel necessary to vote against a policy that is clearly yielding superior results in multiple ways?
Political pandering, plain and simple. Some of these RINOs are dealing with demographic changes in their home states that are slowly turning blue and have to appear more moderate. A few of them may even be trying to create for themselves a better exit strategy if they don't plan on running for re-election - oh, and they hate Trump and they don't want to be labeled MAGA. So this is a way for them to appear more moderate without having any real consequences - that's why its a resolution.
