The ONLY explanation that I can come up with is that he thought Laura meant the O-1 visa which is exactly what he is describing here in the clip

This, plus I take it that because of the exfoliating of jobs the "talent" is lacking because of a lack of practice and the next workforce will need to relearn these outsourced skills
