He's already said plenty of times h1b ABUSE must end and he already put in place some policies to address that (e.g. the 100k fee which the silicon valley companies are freaking out about)
He also said we need to bring in the best and brightest (for real, not the abuse of cheap labor of the past) and this is also true.
