On top of that, the states are supposed to have the funding in the first place. The federal funding of it is a reimbursement, not a payment. The states are supposed to already fully fund these programs, and they just file to the feds for reimbursement.
A lot of them aparently either fudge and say they do but dont, or had the funds and didn't disperse them, because they're playing political games.
