We need the certifiers to actually certify under penalty of 2 years in prison if they falsify people for benefits. The government has a list of dead people collecting and if they get recertified, then the government should have in their database who recertified them. Those that recertify individuals would have a unique password to certify people. Require 2 forms of ID, copy them and put them in the database. That will be proof of documentation that will validate them or imprison them or imprison those that certify dead people.
