Before my retirement at the USPS almost 20 years ago I witnessed the rise of the Administrative class. Regional managers, assistants to vice presidents and so on and so forth. People scratching their way to the top back stabbing and instituting programs for extra monies that in no way improved service or working conditions. It was a free for all when it came to budgeting. It looked more like a shell game than honest budgeting. The Postal Service has lost first class mail and most second class mail due to the internet. Legal mail is no longer necessary because of secure online documents. Parcel delivery has been lost to UPS, FedEX and Amazon. Now they want green energy vehicles that will cost untold billions. I personally think the necessity of the Postal Service will go away completely in the next 5 to 10 years. I remember when I started there was zero barcoded mail and absolutely everything was manual. I worked with WW2 prisoners of war and a gaggle of veterans from various wars. That was in the late seventies.

You just described most governments and public services.
