I wouldn't say truth, but this 4chan post is sensational. Are there blacklists? Yes, there have been since the 90s. These blacklist IP addresses are actually bot nets, hacking groups, or known callbacks for ransomware.
There isn't some grand scheme here. As a residential user your IP address changes about every 3 to 5 days because your address is dynamic and uses a DHCP lease. So, there is zero reason to create scores for IP addresses. The lists in the 4chan post that are scored are for mail servers that have been used to blast phishing emails.
"Cloudflare has a Jewish employee resource group called Judeoflare and a program called Project Galileo that provides free services to Jewish and Holocaust educational websites."

Also, theres definitely a grand scheme here. Cloudflare brought down 8ch back in 2019. https://blog.cloudflare.com/terminating-service-for-8chan/

Judeoflare. Ridiculous. But good to know that's a thing.
Its not from 4chan. An alt board.

Gotcha.
Basically social credit already. The reputational score being used to solicit IRL ID information is pretty much a way to implement it on the QT.
