It seems you are postulating scientific advancement can only come from a civilization devoid of violent nature. I offer the human race as a counter. I find it much more likely that diversity and competition, or zelots would be the ones to make it into space rather than some zen/hippie aliens.
Counterpoint, sure I can agree with the Star Trek analogy, I've always thought the Klingons HAD to have a slave race or worker cast who built their technology, You never hear them talking about inducers or warp reactors, or working on EPS conduits, etc.
I'm saying any violent nature must be removed before any civilization that understands and creates such power could go interstellar. Sure, nothing is ever 0% or 100% in anything, forever, but the odds are quite small, imo, that any civilization advanced enough for such technology would continue for very long afterwards. After the technology for near infinite, easy energy and interstellar travel was developed, aggressive species would highly likely destroy themselves before getting much further. I'm only considering probabilities, of course.
I agree and would add that the motive for forces within the US gov't to lie about this is massive. The MIC needs constant funding and generating a fake threat would be right up their alley.
