MAKE THEM COUNT ALL BALLOTS ON SITE. NOT ONE PAPER BALLOT LEAVES THE POLLING PLACE.
I get the sentiment, but it probably isn't practical in a lot of smaller precincts. I know my precinct has 70-80 year old people running it. It would be a clown show if they tried that without having younger people that don't need reading glasses just to see the ballot.
However - if they could make this happen it would bring in massive security. If a precinct counted all ballots (with monitors watching everything) they could then send the counted ballots (but not the initial count) to the central location to be recounted. I'd suggest both counts be uploaded to the blockchain immediately after the central location completes their count. Then once the central location counts, the precinct number and the central number would be compared and should spotlight blatant fraud. A 3rd count could then be done (with monitors and video recording).
If one of the counts was WAY off versus the other, a criminal investigation would be mandatory.
