Hard to believe. I could maybe believe they are PRETENDING that Ukraine might be "developing nukes" so that when a heavily sanded-down old Trident is smuggled into Ukraine there is a plausible excuse that the Ukrainians built it themselves... but they are 100% not going to literally get a nuke programme up and running in anything less than 10 years and even if they did. Russia would 100% find out and bomb it when it was 90% finished.
