If it pure them out of business for not doing it, it’s not JUST greed. Regardless, the problem is people do what they need to succeed. If the system allows for it, to not do it either puts you out of business or puts you out of a job in favor of someone who will. Thus, we make the penalty strong for everyone for doing it and we strictly enforce immigration laws and the problem goes away.
