NATO funding commitment issue is INTERLINKED. Actually hitting 5% (of GDP) funding level likely fully collapses all EU economies like what is happening in Germany. They appear to be trying to build an "EU Security Force (EUSF)" or at least a full-up intelligence operation (EU-CIA) cloned from MI-6 to replace NATO intel ops, to start; so I'm betting they choose to just implode NATO and then try to integrate the individual pieces back into EUSF. If they cannot get the UK back into EU, they will just move all "London operations", including the core of MI-6 to Frankfurt, Germany, current home of EU-Central Bank. Some of this may have already been done, given the quite large CIA annex (US Consulate, presumed to be a joint MI-6/CIA operation) already present in Frankfurt (recent origin of all modern globalists AND traceable further back to Prussians):
