It's a lack of courage.
Q said the truth would send 99% to the hospital, so I can understand why the frail are resisting this reckoning. Then Q said the truth won't be for everyone. But it probably doesn't require 100% of the population to stop the child farming industry.
This is the way I think of it:
There are people who self-validate and those who are only validated by others' opinions.
It's only the self-validating who can break away from the herd.
