True, but maybe its best to bring it all down at once. Afterall, if they go straight for the top, all those liars will be using their weapons against the people. Probably best to go for the 'lower' "higher ups" first like Comey, Brennan, etc. Then bring down the whole temple.
This is exactly what the movies tell me, video games too. You have to clear out all the peons, lackeys and then low ranking lieutenants befor you go after the bosses.
In all seriousness though, this is actually a core issue for GAW. Everybody says nothing is happening, but what they really mean, is, why aren't the bosses being arrested yet?
That gaslights everyone else who sees the hierarchy of arrests, and understands the need. The traffickers, the low level thugs, the crazies. They have to be cleaned up first because if their bosses are arrested, they will go nuts and destroy the country.
Think of them like a dead man's switch. That must be deactivated first before you take down the one holding it.
They can't ve triggered if they're dead, arrested or deported.
Isolate the bosses, take away all their power, which is really just their influence on others. With that gone, they are pathetic and no longer a danger, and can easily be arrested, prosecuted, and punished.
Eggzaklee! And, as they become powerless, more and more evidence will be simultaneously shown to the public and awareness will spread quickly and in a timely fashion. Timing is everything. ..it really is.

Not all. But certainly many. They must be sorted out. Prosecuting innocent people will undermine the entire plan and reduce the ability to justify military justice. You see, if we prosecute the innocent, we can't claim that the system is too corrupt and must be handled by the military code of law, when they are found not guilty or cases get thrown out.
