I like the way you have logic and your logic is sound. However I think the democratic side is still in charge and going to again become in the full power again. Why? The "AT some Point" is going to have to be the Military.
I would want to see it now but just as Moses lost faith and did not see the Promise Land I suspect those who are the ones God put in power to raise the Staff so to speak are also human and at times they FULL heartily believe they will be able to control Evil and refuse to raise the Staff. They might think they can blackmail Evil. These people God chose has the gifts to do what is necessary but at the end of the Day, just as Moses was, They are all human and will see someone they know and a smile or something that makes them forgive them. They might say, no way they are evil, they will repent....
