Can someone explain to me exactly HOW this will bring premiums down? I'm not seeing it.

Yeah, it's not.

Unless they're using the 1500 measly dollars they're are giving you as a theoretical deduction from premiums, and saying"hey! Now you only have to pay $250 a month instead of $375!"
