I've been watching HIGHWAY THRU HELL, about heavy truck rescues in BC and Alberta, Canada. Some of the drivers that don't bother to put snow chains on all their tires look like Indians. They are blocking the highway, refusing a tow because they will have to pay, and saying wait, I will put my chains on now.
