I suppose this is the public expression of what has been going on for a while, namely, Putin and Trump having discussions through back channels and having come to some agreement over future relations between our two countries and the settlement of the Ukraine war. Those discussions must have reached some kind of agreement or working plan, so this appeal to the American people is a turning point.

Frankly, after the fall of the USSR, I honestly expected this to happen. NOT what happened lol. They overthrew communism - what the government said was the goal right? So, why didn't we help? They struggled greatly for years during Peristroyka (sp?), moving everything back to private from government ownership. It was a perfect opportunity to forge good ties.
