Look at a map of Whidbey Island, WA. Now look eastward towards Mt Vernon and La Conner. This is all farmland specializing in fields and field of flowers and has isolated roads intersected these fields where a rogue CIA ( my opinion) operators could roll up, set up, launch and retrieve and be on the road <30 minutes and how far away is Canada for a clean get away?????
The waters off Whidbey are deep enough a sub could slip in but it’s very limited in maneuvering. The sub could easily launch and quietly slip away down the San Juan de Fuca straight and into the Pacific.
The Hansville, WA Skunk Bay weather camera photo is looking in a northerly direction where both suggestions could have taken place. Draw your own conclusions….

Whatever it was seems to be planned and timed, which is why it missed I guess.
WHs knew their plans. A Decoy AF1 was in the air and the missile was intercepted by an Idaho ANG F-16 with specialized missile system.
