Earth first should include protecting Earth from collisions with space debris. And you would need to be able to get out there, into space, easily and regularly, so that getting a crew to stop anything coming our way would be at least as easy as getting help from a fire brigade when there is a fire. We are probably not going to have the time to develop the means only after we notice something headed our way, not even if we notice it years earlier, especially if we don't already have all the necessary infrastructure in place.
