Probably just a checkpoint,where they ask everyone. If you are close to the border the boarder patrol can stop and check anyone. You usually only see it on the southern boarder,but it applies to the Northern border as well I bet. Their are permanently checkpoints all over southern New Mexico,that check every car,and random ones they set up.
