Sounds to me more like extortion than blackmail. And even if that took place, it doesn't matter since Tampon Tim willingly and smilingly did the deed.

Since he loves Somalis so much, he can get sent over there with them, too.

I have absolute disdain for that misnomer. Tim Walz was "forced".... No, he had a choice and chose to steal from the taxpayer. In every situation, you have a choice. Even in a bad situation, you may have two bad choices to pick from, but you still get to choose.
