No. That was the ASL sign for "I love you". The little finger, the forefinger and the thumb all out = I love you.

The little finger and the forefinger out with the thumb tucked over the other two fingers folded down, that the horn sign.

I've seen a few people talk about this and they always confuse the "I love you" sign with it. Just because it's similar.
