[Cointerinsurgency] Strategies will usually be focused primarily on the population rather than the enemy and will seek to reinforce the legitimacy of the affected government while reducing insurgent influence.

And we still have anons that think the good guys don't do psyops. Even though it's official, disclosed, government policy.
