Asylum seekers are to go to.a neighboring country only. The US has two, Canada and Mexico. Shut down both none may enter for a period of time. This leaves us with no asylum seekers qualified to enter.
If we allowed 100 ppl to vouch for one, then those 100 are responsible for the one and they can be deported alone with the asylum seeker
