The solution is not easy. Where do “thugs” come from in the first place? Lack of economic opportunity caused by a terrible education system. Have to fix those first, not letting them back on the street is a bandaid to the real problem.
The decades of affirmative action prove it's not just an economic problem. Very significant cultural headwinds keep "just give them jobs bro" from being a viable solution.

This was a good article until the end. First they call for Negro leaders to stop looking the other way and deal with the fact of higher crime by Negros. They also accurately report that upper class whites are just enabling the crime by blaming it on racism. ( sound familiar?) They also report that police “look the other way” when they see Negros engaged in “social moral crimes” such as sex, gambling, etc. They also report that housing officials are dismayed to see that giving Negros better housing in better neighborhoods do not solve the problems. Unfortunately, the author reverts in the end to the usual slop… that whites subtly put down the Negros, and are essentially racist, and don’t give Negros a chance to “integrate” into society, and therefore it’s an excuse for Negros to behave badly.
