Venezuelan crude oil would be uneconomical for US refineries to process. Their crude is significantly more heavy and sour (sulfurous) compared to the Gulf's typical WTI and ME crude oils, and the refineries near Canada that would otherwise be equipped for crude that sour and heavy (oil sands crude) are significantly land locked.
