I don't buy that maduro is a WH or good guy at all. However, I could buy that his hand has been forced, and he is now cooperating. Don't forget this guy has had many people killed/tortured, embezzled state funds, trafficked narcotics, committed election fraud (and likely helped other countries to do the same), and a whole lot more. I don't think this tweet was trying to say none of that happened, but if maduro is cooperating it is to save himself from the death penalty, and that's it.
