You sort of have to be to work in bureaucracy. The alphas like getting things done. They naturally gravitate to jobs where that happens, whether factory-style, or via projects/contracts. A surgeon performs his work and provides the aftercare. A plumber fixes a leak when called. An electrician will wire your house. Even among the white collar guys, you chase and make your sale. You get a sense of accomplishment from doing something measurable and meaningful.

But a bureaucrat wants power and accomplishment by telling others what to do. He can't earn that right based on his merits and competency, so he seeks out positions where the position itself confers the authority. Men who seek these positions are weak and insecure. They'll build consensus like women because they're not strong enough individually to challenge the system and stand alone. So, you attract women (natural consensus builders) and effeminate/gay men.
