Point of order: electricity rates are both temporal and spatial.

Point 2: For the last 25 years Hawaii is #1. Have they not figured out how to make steam via geothermal processes?

Considering point 2, maybe they have tried it but every time they dig a lava flow pops up.

I don't know about the conditions regarding Hawaii... I do know Iceland harvests their geothermal resources in a big way.
