From what I can see from watching all of the available videos, it does look like she was turning the wheel to steer around him (indicated both by this new video and the video that showed the front wheels turning). But, rather than jumping out of the way (which he could have done by jumping two or three feet to his right), he stepped a bit to the left (his left, the driver's right) to stay in front of the car, perhaps hoping to block her from driving away. Then she hit the accelerator and he got hit, then he managed to step to the side (the side of the car's nose, out of the way of being hit, but still in front of the windshield and a bit to its side) and stop being hit, then pulled his gun and fired through the front windshield. At least, that's what it looks like from what I can tell.
It seems to me like there were bad decisions on both sides. She shouldn't have done any of what she did, but he should have jumped out of the way instead of standing there and allowing himself to get hit (seeing her turning the wheel should have been his cue to realize that she was going to hit the accelerator and jump out of the way, instead of stepping further in front of the car), and drawing and firing his gun was a bit late after he had already been hit and was out of the way. Basically, I think she was a complete idiot, and he made some understandable mistakes in the heat of the moment.
I watched the videos on Twitter and I'm having a hard time finding them again, but I found this page that has both of the other two angles playing side by side toward the beginning of the video.
Thanks for sharing. From all three videos, it looks like the ICE agent was right to defend himself. It all happened so fast and he panicked. Maybe if she wasn't a piece of shit unstable lunatic then he wouldn't have assumed that she was trying to run him over. She fucked around and found out. I don't feel bad at all.

He also was probably on guard because of a previous incident in which he was dragged over a hundred feet by someone driving a car and suffered injuries from it. You can see a video of that incident and photos of his injuries in this Megyn Kelly video:
