That sounds eerily similar to one of those illegal orders that the the military veterans had told the military not to follow, only this may be an actual illegal order. No one should be telling police officers to stand down when crimes are being committed. If nothing else like Captain Kelly got in trouble over. For taking the opposite tactic with US veterans.
