While they have an 18 month term, they are not prevented from issuing indictments any time during that term. It just depends on how soon they have sufficient evidence to act. Hopefully the government has their evidence ready to go and since the accused has no part to play at this stage, quick action could result.
Grand Juries take 18 months.. So it will be awhile before we see any results from this.
