So if someone headlines it as a completed outcome, but the actual wording is “is making" it’s normal for people to ask what’s actually been made so far.

The headline treats a future plan as already implemented. Trump’s post doesn’t say that.
Disagreeing with the OP’s time travel isn’t the same as disagreeing with Trump.

I guess we'll have a mini grammar lesson. Thankfully my son just had his 5th grade English review so it's nice and fresh in my mind.
Use this mini chart:
“is making” = happening now (process, not finished)
“made” = already happened (past)
“will make” = hasn’t happened yet (future plan/promise)
So if someone headlines it as a completed outcome, but the actual wording is “is making" it’s normal for people to ask what’s actually been made so far.
Tense =/= magic time machine.
