Severing the head will make them scatter and hide elsewhere, and another vermin with an unknown name will simply take his place later on. Since they don't have any morality, they cannot get discouraged - in fact it may solidify their resolve to destroy. If the roaches don't know that the leader has already been compromised, they can all be gathered into vulnerable places without getting suspicious. Then have LEO gather the names, make sure their crimes leave evidence that go beyond a reasonable doubt, etc.
