Can you imagine how bad things would have been out there in temperate weather? Going to Minneapolis in the middle of winter was probably the best time for ICE to be there. First off, if anyone runs from them they can follow their footsteps in the snow. Secondly the bitter cold (I don't consider 23 degrees bitter cold btw) when it happens will keep away most of the protestors.
Put the ICE Agents in water trucks.
Let the libs follow that around as it leaks water.
or spray them with it

Not sure about the water cannons. But at those temps they might be subject to freezing and breaking valves, seals, piping, etc.
Sunday night into Monday is supposed to be colder. https://www.accuweather.com/en/us/minneapolis/55415/weather-forecast/348794
I'd imagine optics...
Water cannons and black people rioting brings back not happy memories...
The amount of triggering would be over the top...
