Even IF you want to argue some of the aid getting to the poor is worth the "fraud tax", all it will mean is those people will spit out six more kids each like rats making a nest in the village wheat store, then come begging that their 7th child keeps dying of starvation. Never a concern about using the temporary boost to right themselves as a nation, just seeing it as another "loot opportunity".
