Yeah but mexico has some seriously ingrained / inherent crime & cultural issues.
Corruption is wildly rampant in virtually all of Central & S. America, to the point where it's almost a cartoonish joke.
There's something wrong with those continents...

Mexico is nowhere near as corrupt as Russia, which is corrupt as hell.
