I don't believe it's a trap in the way most people see this. I believe Trump would invoke it only after a couple or a few Federal Officers end up dying in these skirmishes. The skirmishes are escalating in intensity the longer these riots continue without any tyrannical responses from Trump. And that's what he needs everyone to see.
It's a trap that can be sprung no matter what Trump's reactions or decisions are. And it can be sprung by either side. There is a path for him to take that involves enacting the Insurrection Act while also saving face and political capital. But involves the deaths of Federal Agents. Unfortunately, that's what's going to happen before any of this gets resolved.
