The volcano I live on the foot hills of blew up before I was born. Over 50 years ago an emergency was declared, an act of congress was passed, and funding was set aside and approvals where made for environmental, infrastructure, and economic repair.
Over 200 projects still sit in various stages of planning and permitting, waiting from permission from the feds to go ahead with plans already paid for and approved by miraculous amounts of community, agency, and various layers of local and regional government cooperation.
Equipment is paid for and on stand by, multiple generations of multiple families have been training and preparing for the work, land bought, contingencies after contingencies planed and accounted for...
And the only thing the feds have ever allowed to move forward is emergency dredging of the river at a bare minimum level just enough to push off furthers catastrophe until the next emergency dredging.
The university of Nottingham just sent a graduate team from the UK over to study how the beavers that where supposed to get killed off by this event had reintroduced themselves and where doing more to fix things and maintaining the feds abandoned initial emergency jury rigging of constructions built immediately after the event to prevent further breakdown, and where working beyond even that to repair the habitat in ways the federal environmentalists are still planning how to do.
