Her belief is that her thinking on immigration is "good" and ICE is "evil" and chose to do something to punish/hurt them and the family.

That is the role of LE and the judicial system (not hers or mine)
She does not consider that others would believe themselves as "good" and her as "evil"
Wanting to hurt someone based not on violation of law but on their beliefs only leads to anarchy.
