A California law forbidding federal law enforcement officers from covering their faces is not enforceable, of course, due to that pesky document called the US Constitution. Stupid law passed by stupid people.
That mask is PPE (Personal Protection Equipment) and necessary in the performance of their duties - no different than a vest, a sidearm, tear gas, baton, etc. Unenforceable.
