The 30-second spot features clips of officers arresting people and pointing tasers at protesters, as well as criticisms she has made of the agency.
Mills is seen at the beginning of the ad accusing ICE of stoking fear in the state, where agents surged last week.
“We will not be intimidated. We will not be silenced. I will defend you with everything I have,” the governor said in an edited speech.
“If you seek to harm Maine people, you will have to go through me first.”
She has accused the Trump administration of terrorizing residents, although the president and other top officials have largely defended ICE’s conduct. President Donald Trump and Mills’s election opponent, incumbent Republican Senator Susan Collins, have supported an investigation into immigration agents’ recent killings of protesters, though.
Collins also said on Thursday that she will continue to work with Homeland Security Secretary Kristi Noem to end illegal immigration, drug smuggling and other transnational criminal activity, despite the recent end to ICE’s increased activity in Maine.
“I appreciate the Secretary's willingness to listen to and consider my recommendations and her personal attention to the situation in Maine,” Collins wrote in a social media post. “ICE and Customs and Border Patrol will continue their normal operations that have been ongoing here for many years.”
Mills accused Collins of acting cowardly, urging her to use her position as chair of the Senate appropriations committee to hold ICE accountable and put “concrete” measures into place to prohibit the agency from acting aggressively. The Republican has supported legislation that would fund ICE and other agencies within the Department of Homeland Security.
“It's cruel, it's wrong, and it's not the type of leadership Maine deserves,” Mills said on X.
