He's blaming the wrong people, but his point is well taken
Congress passes the bills, resolutions and they occasionally have investigative commiittees that make reports that turn into criminal referrals
They have the same power of enforcement as Tulsi Gabbard, which is none
Executive Branch makes the accusations, DOJ makes the indictments, police bring people to court.
Congress can make criminal referrals to the DOJ in Exec Branch
Judicial branch decides. Tulsi isn't a cop and isn't DOJ; Massie / Congress isn't a cop isn't DOJ isn't a judge
